In just a few past years, HEI has undertaken 18 overseas projects with
total contract value of USD 8.85 billion in 10 countries and regions around
Asia, Africa, Europe and Americas, from Sudan in Africa to Uzbekistan in
Central Asia, from UAE in the Middle East to Ecuador in South America, from
Turkey striding over the Eurasian Continent to the "Country of
Grassland" Mongolia and from India, Pakistan and Bangladesh to Indonesia,
"The Country of Thousand Islands".

EPC Project of Bhikki 1180MW Combined Cycle
Power Station, Pakistan
Pakistan’s Bhikki project is a large-sized gas-fired
power generation project developed by Pakistan government, with HEI as the EPC contractor.
The project adopts GE-made 9HA gas turbine unit with the largest capacity,
highest efficiency and most advanced technology in the world at present, and is
one of the first power plants using such a model in the world and the first one
using such a unit in Asia. It took only 17 months and a half that the #1 gas
turbine of the project was synchronized for power generation, creating a
miracle in the history of the heavy-duty gas turbine power station construction.
02 EPC Project of Balloki 1223MW Combined Cycle
Power Station, Pakistan
Pakistan’s Balloki project
is the combined cycle power station project
with the highest total installed capacity that HEI has contracted overseas by
far. Since the commencement, Balloki Project has set a
series of world records in terms of installation and
commissioning of H-grade gas turbine. For example, 1# gas turbine successfully
passed performance test and completed commercial operation declaration (COD) on
August 13, 2017. It only took 104 days to finish installation and commissioning
of the 9H gas turbine. Therefore, Balloki Project sets a new record in terms of
the shortest cycle of installation and commissioning of the 9H gas turbine,
providing a perfect demonstration of “China Speed”. Meanwhile, in the 168h
reliability run test, 2# gas turbine of Balloki Project generated net
electricity of 397MW, far more than the contract guaranteed output of 380MW,
which fully demonstrated HEI’s brand value of “Give Priority to Quality and
Keep Improving”.
03 Bin Qasim
560MW Combined Cycle Power Station, Pakistan
Pakistan’s Bin Qasim
project is the first large-scale EPC project of 309E gas turbine combined cycle
power station contracted by HEI. Successful operation of the project has won
honor for HEI and consolidated HEI’s position in Pakistan’s power market.
04 Hassyan
4×600MW Clean Coal-fired Power Station, Dubai
Dubai’s Hassyan project is HEI’s first overseas investment & EPC
project for successful entering the Middle East market, and the first clean
coal-fired power station in the Middle East. The project executes the highest
standard in the world, adopts the international project management system
standard integrated with the highest levels from American standard, European
standard, German standard and Japanese standard, etc., is characterized by high
ecological, environmental and EHS requirements, many international enterprises’
participation in project execution, and combination of China-offered investment
and financing, Chinese EPC contractor, design by Chinese enterprises,
Made-in-China equipment and construction by Chinese contractor. The first unit
of the project is planned to be put into commercial operation in March 2020, to
provide EXPO 2020 Dubai with power guarantee. After the completion of Hassyan
power plant, the plant will provide Dubai with 20% of the power supply and
greatly lower local residents’ electricity cost.
05 Zetes Phase
III 2×660MW Supercritical Thermal Power Project, Turkey
Turkey’s Zetes Phase III Project is the landmark project of HEI after its
operation in Turkey’s thermal power market, and the first major project of
Chinese EPC enterprises in the European market after China’s Belt and Road
Initiative was implemented. It helps realize entry of HE Group’s first 600MW-class
unit into the European market. The project was granted the provisional acceptance
certificate 2 months and a half ahead of the contracted schedule, creating a
record of the shortest construction time in Turkey’s two sets of 600MW units.
06 Soma 2×255MW Coal-fired
Power Station, Turkey
Turkey’s Soma project is another achievement of HEI in the European
electric power market after the development strategy of "all-around marketing
and high-end positioning" was implemented. The project starts the first
cooperation between HEI and Turkey’s Kolin Company.
07 BTG Supply and Technical Services for Mahan 2×600MW Coal-fired Power Station, India
HEI is one of the Chinese companies having exported in batch the most
600MW-class units to India. The Indian Mahan project helps HEI realize the cooperation
with India Essar Group, marks the breakthrough of HEI in developing the Indian
market, and starts exporting HE Group’s 600MW units to the Indian market.
08 BTG Supply and
Technical Services for Salaya 2×600MW Coal-fired Power Station, India
It took only 27 months to complete Unit 1 of the Indian Salaya project and
it took only 29 months to complete Unit 2, the shortest completion time in the construction
of power stations of its kind in India. Particularly Unit 2 further broke the
record of 185 days of continuous fault-free operation, winning high praises in the
Indian market.

Technical Services for Tuticorin 2×600MW Coal-fired Power Station, India
The Indian Tuticorin Project is a key project of HEI to further stabilize
its performance in the Indian market. The project adopts complete of main
equipment designed and manufactured by HE Group. After being put into
operation, the project greatly improved the local situation of short power
supply, met local residents’ demand for living power and promoted the local
industrial development.
10 Banten 670MW Supercritical
Coal-Fired Power Station, Indonesia
The Indonesian Banten Project is the first one in Indonesia government’s
Five-Year Plan (2015-2019) for 35,000 MW electric power, and the only IPP power
plant project into commercial operation in the Plan. The project’s main
equipment is designed and made by HE Group, and all main contractors are state-owned
enterprises of China, making it a landmark project with the marks — "Manufactured
by China" and "Constructed by China". Successful execution of
the project is a perfect annotation to "China Speed" and "China
quality", with which HEI once again highlights "HE Brand" in
Indonesia’s power market and makes its contribution to the Belt and Road
Initiative.
11 Minas-San
Francisco 3×90MW Hydropower Station, Ecuador
Ecuador’s Minas Project is the first hydropower EPC project of HEI after its
entry into the South America market, and the 3rd largest hydropower
project of Ecuador, holding an important position in Ecuador’s politics and
economy. In constructing the project, HEI successfully completed the construction
of two deep vertical shafts by using the world’s advanced full-face anti-well
driller, highlighting the innovation in thinking and construction mode,
high-efficient resources configuration and deep market integration advocated by
the Belt and Road Initiative.
12 Esmeraldas
12×8MW Diesel Engine Thermal Power Project Phase II, Ecuador
Ecuador’s Esmeraldas Phase II Thermal Power Project is the first project
of HEI in the South American market. In the Ecuador earthquake that occurred on
April 16, 2016, the project’s thermal power unit kept a good operation state,
fully proving superior quality and efficiency of the HEI-constructed project.
13 500KV & 230KV
Transformation Lines and Substations Project, Ecuador
Ecuador’s 500KV Power Transmission
Project is the first power transmission project that HEI won in South America,
the power transmission project with the highest contract value that HEI has
contracted overseas by far, and the first 500KV power transmission project of
Ecuador, with the total installed capacity of 1920MW. It is designed to
undertake transmission of the power from two largest power stations in progress
in Ecuador, and will be of great significance for Ecuador’s economic
development after completion.
14 Upper Atbara
4×80MW Hydropower Project, Sudan
Sudan government paid high attention to Sudan Upper Atbara Hydropower
Project. Mr. Omer Hassan Ahmed Al-Bashir, President of Sudan, was present at
the celebrating ceremony for power generation of the first unit on Feb. 2,
2017, and expressed his thanks to HEI and other Chinese enterprises for their
contributions to development of Sudan’s power cause.
15 New Nile State 220KV
Power Transmission Project, Sudan
Sudan’s New Nile State 220KV Power Transmission Project is another power
transmission project that HEI contracted after the completion of Merowe Power Transmission
Project and Dongola Power Transmission Project in Sudan. It also plays an
important role in helping HEI to further consolidate its share in Sudan market.
16 Angren 150MW Coal-Fired
Power Plant Project, Uzbekistan
Uzbekistan’s Angren project is the first EPC project of HEI after entry
into Uzbekistan’s power market, and a project bridging China and Uzbekistan in
the "Belt and Road "cooperation and relating to Uzbekistan’s
development of people’s livelihood. With the first circular fluid bed unit in
CIS countries, the project served as the gift to the 25th anniversary of Uzbekistan’s independence. Smooth handover of the project has
played active role in promoting economic and trade cooperation between China
and Uzbekistan.
17 Barapukuria 275MW
Coal-Fired Thermal Power Project, Bangladesh
Bangladesh’s Barapukuria Project is another thermal power project that HEI
concluded the contract with Bangladesh Electric Power Development Agency after
Bangladesh Tonggi and Sylhet gas-fired power projects, and the largest
coal-fired power plant project of Bangladesh in terms of total installed
capacity by far. The project’s main equipment was supplied by three major
equipment factories of HE Group. After the project is completed, it will play
an important role in Bangladesh’s electric power development.
18 Erdenet 4×12MW
Copper Mining Power Plant Expansion Project, Mongolia
Mongolia’s Erdenet Project is a landmark project in the connectivity of
the "Belt and Road" between China and Mongolia, and the first EPC project
that HEI contracted in Mongolia, thus having important strategic significance
for HEI to further develop Mongolia’s power market.
The 18 electric power projects that HEI has contracted overseas are mostly
key projects related to the Belt and Road Initiative of China. They not only
undertake the responsibility and mission vested by the CPC Central Committee,
but also bear the hope and dream of the whole staff members of HEI. Since the
commencement of the projects, HEI, with its sense of responsibility and
courage, has successfully built model projects one after another, let people
from different countries and races jointly experience new technology, power and
energy offered to the world by HE, and opened a unique road of global
