Innovation
is the soul of the progress of a nation, an inexhaustible driving force for the
prosperity of a nation and the most
profound national endowment of the Chinese nation. In the intense international competition, only innovators advance,
become stronger and win. For enterprises, innovation is the accelerator for
progress, and a key element to enhance their core competitive forces and
realize sound and sustainable development. Management innovation is the core
power of enterprise innovation and it can build an ordinary enterprise into an excellent
one or an excellent one into an outstanding one.
In
2008, after HEI first introduced the international advanced project management
platform, HEI made constant efforts in management philosophy innovating,
organization structure reforming, institutional system building, business flow
reshaping and management improving…… over the past 10 years, in the course of
management innovation. HEI has kept exceeding itself. It has made unremitting
efforts to develop and it has grown from a small enterprise to a big one, then
a strong one, excellent one and at last an outstanding one. The achievements
brought by its innovation achievements have been expanding, marking the start
of the new journey of leap-forward development of HEI.
In
2008, HEI took the lead in introducing the international advanced project
management platform and carried out its research and exploration centering on
the process control, business standardization and knowledge accumulation of the
whole process management of overseas projects. By combining the management
platform with its standard project budget system, it has established the cost
management and control methods of estimation, budget estimate, budget and final
settlement and realized HEI’s whole-process cost control mode in project
management.
In
2009, HEI’s PMS project management platform was put into use officially. Through advanced management tools and scientific management
approach, HEI realized flow-based, visible and systemic control in project management.
In
2010, HEI officially unveiled the prelude to organization reform and management
innovation, launched organization reform and management innovation program, and
completed the organization structure optimization design, position design and
evaluation, and the HR management system design for management innovation.
In
2011, HEI,
through organization reform and management
innovation, comprehensively implemented the management mode of the business
division system, realized wholly-new optimization of its organization
structure, built a complete institutional system, reshaped the business flow
and provided a solid institutional guarantee for high-efficient operation of all
the departments of the new organization structure.
In
2012, HEI made continuous efforts to deepen management reform. Through internal
sharing and exchange, it further enhanced their uniform view on project
management, lifted their project management level and launched the "Project
Management System Upgrading Program". In order to adapt to the management
mode of the business division system and the requirements of the budget-cored
total budget management, it completed the project management platform
upgrading. Meanwhile, it also built the financial informatization management
system with "the accounting system as the base, the organization system as
the guarantee, the budget management as the core and the capital management, assets
management and supervision management as the hub".
In
2013, HEI successfully completed its project management system upgrading
program, published the Documents for the Project Management System,
realized 7-stage and 9-element control mode, built the three-level (company
level, business division level and project department level) management system,
established the electric power simulation training center, met the needs of
project owners and corporate employee training, lifted the business management
level of owners’ working personnel and enhanced owners’ satisfaction with HEI.
In
2014, HEI conducted the international modern project management knowledge
system training, the international project management practice training and the
project management system training, which greatly improved the employees’
levels in the project management cognition, idea, tool, method and application.
Moreover, on the basis of its project management characteristics, HEI completed
a series of documents such as HEI International Project Management Appraisal System
and HEI International Project Management Capability Maturity Evaluation Manual.
It also launched the information communication OA platform building project and
established a cloud platform-based comprehensive information communication
platform, integrating the OA function business expansion and the HOLA file system
and meeting its needs of corporate standardized business management.
In
2015, HEI planned and implemented a quantized evaluation on project management,
quantized the project management goals of all the business divisions
departments and lifted the whole project management level. In the year, HEI’s
information communication OA platform was put into online operation officially,
realizing electronic circulation of main examination and approval flow of all the
departments, effectively solving the problem of business circulation due to
trans-regional personnel flow of the company, and greatly lifting its work
efficiency and standardization level.
In
2016, HEI upgraded the project management platform and realized the whole-process
project management and control. By introducing to Saudi Arabia ACWA, Hong Kong CLP
and other project owners its project management system, method, approach and
control capability, HEI demonstrated its project management platform, and was
fully affirmed and recognized by international owners in terms of the project
management capability and level.
In
2017, HEI stuck to the targeted improvement and focused on key controlling
points. By customizing and developing the purchase plan, the tendering and the
supplier management modules on the project management platform, it enhanced
resources sharing and standardized purchase operation. In order to practice the
idea of lifting the project management, it comprehensively summarized the
execution process of Indonesian Banten Project, prepared the Process
Management in the Project of Indonesian Banten 1X670MW Supercritical Coal-fired
Power Station, which consists of five sections with more than 2 million
characters, and covers the whole-process practice cases in Banten Project,
accumulating valuable experience in HEI project management.

years of management innovation experiences have accumulated power and strength
for HEI’s take-off and leading in the international market. Looking back at the
road of management innovation over the past 10 years, HEI’s every break through
in an unfavorable circumstance or transformation could not go without
"management innovation". It can be said that "Management
Innovation" supported the whole development of HEI, and will accompany
HEI’s development in the following 10 years, 20 years and 30 years……
